I am not convinced that this is a restriction. I have just driven in the US, and I used the Google Offline maps feature in conjunction with google maps navigation.
I downloaded the appropriate maps before setting off, and they stay on my phone for 1 year before being removed.
So would it be possible for Golf Pad to use these offline maps?
It seems the Google Maps feature is there, just not sure if there is any APIs for you to detect the presence of offline maps.

Hi Paul - Thanks for sending this information and question.
Offline maps within Google Maps don’t include aerial imagery, just roads and POIs.
As far as we are aware, there is no API for 3rd parties to integrate with them.
